Organizational Context

UN Women has been established in Niger since 2010, working to support the government in effectively addressing the specific needs and responses of women and girls in national development. The Niger country office is implementing its Strategic Note (2023-2027), focusing on four priority development areas: women's governance, peace, security, and humanitarian action; economic empowerment of women; and ending violence against women. The role of a National Consultant is to contribute to the final evaluation of this strategic note.

Job Purpose

This consultancy aims to conduct a systematic and independent evaluation of UN Women's country portfolio in Niger for the period of January 2023 to the data collection date. The evaluation will assess the relevance, performance, and strategic positioning of UN Women's interventions, providing evidence to inform future program design and strategic decisions, including the development of the next Strategic Note (2028-2031). It will also contribute to institutional learning by documenting approaches and strategies in a fragile context. The purpose is to enhance evidence-based decision-making, ensure accountability to stakeholders, and identify lessons learned and areas for strategic adjustment, particularly in response to operational context changes.

Responsibilities

The National Consultant will contribute to the country portfolio evaluation by conducting contextual analysis, mapping stakeholders, and supporting the planning of interviews. Responsibilities include conducting interviews, facilitating focus groups, supporting document review, coding and analyzing qualitative data, drafting assigned sections of the evaluation report, and providing translation if necessary. The consultant will work under the supervision of the Senior International Consultant, contributing to the documentary review, data collection tool development, data collection, data processing, and the elaboration of various deliverables. Specific contributions include supporting the documentary review, data collection, analytical notes, and drafting sections of the final report, ensuring timely delivery of all assigned tasks.

Work Experience

A minimum of five years of proven and relevant experience in the design, monitoring, and evaluation of projects/programmes, particularly in peace and security, climate change, gender, and areas related to agricultural value chains and green investments. Experience in evaluating complex programmes and projects, including UN System country strategic notes, is essential. Strong thematic experience in gender and sustainable development, coupled with in-depth knowledge and experience in applying qualitative and quantitative evaluation methods, is required. Proficiency in data analysis, including the use of software like NVivo, and familiarity with international standards on women's rights and gender mainstreaming are also necessary.
