Job Purpose
This consultancy aims to enhance the quality, accessibility, and usability of statistical data by upgrading and modernizing the software used for processing data from the State Statistical Survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation". The consultant will provide technical support to the State Statistics Service of Ukraine to ensure compliance with Eurostat requirements for the Structure of Earnings Survey (SES), including the calculation of the gender pay gap. This work is vital for Ukraine's EU accession process and for evidence-based policy-making to advance gender equality.
Responsibilities
Provide technical advisory support for modernizing data processing workflows and software in line with Eurostat's Structure of Earnings Survey (SES) requirements. Develop Python software modules for data validation, processing, aggregation, and generation of microdata files, ensuring compliance with Eurostat's technical specifications. Prepare comprehensive technical documentation, user manuals, and system administrator guides for the developed software. Conduct consultations and provide technical support to the State Statistics Service staff on software usage and implementation. Support testing and pilot validation of generated datasets to ensure consistency with Eurostat requirements and international statistical standards.
Work Experience
Requires at least two years of relevant work experience post-Master's degree in maintaining Python-based software for statistical data processing. Proficiency in Power BI, Power BI Service, Jira, Confluence, and advanced Microsoft Excel is essential. Strong data analysis skills are needed. Experience supporting national statistical offices in the EU accession process is an asset.
