Organizational Context
UN Women's East and Southern Africa Regional Office (ESARO) is transitioning its gender statistics function to a broader Regional Gender Evidence and Learning Unit. This unit integrates research, data, analytics, knowledge management, and learning to create a coherent evidence ecosystem. The consultant will support the generation, management, communication, and use of gender evidence to inform policies, programmes, advocacy, and accountability across the region.
Job Purpose
The consultant will lead the management, institutionalization, accessibility, and governance of gender evidence across the East and Southern Africa Region. This role is responsible for ensuring that data, research, evaluations, lessons learned, and knowledge products are systematically captured, curated, analyzed, visualized, organized, stored, and shared to support evidence-informed decision-making and organizational learning. Serving as the regional lead on knowledge management, information management, evidence systems, digital repositories, dashboards, and business intelligence solutions, the consultant ensures evidence is relevant, accessible, interoperable, secure, and actionable for UN Women country offices and regional programmes.
Responsibilities
Lead the development and oversight of regional knowledge management systems, evidence governance frameworks, and organizational learning processes. Develop and maintain standards, methodologies, and protocols for evidence and knowledge management, and review governance arrangements for evidence assets. Ensure systematic capture, organization, synthesis, and reuse of knowledge, and develop taxonomies and metadata standards. Integrate knowledge management across programme cycles and establish systems for capturing lessons learned. Coordinate evidence synthesis and promote continuous learning and knowledge exchange. Lead the design and management of information management systems, digital evidence platforms, and repositories. Assess and optimize information management systems, design digital knowledge platforms, and manage systems for data discovery and dissemination. Curate and integrate knowledge assets, design databases, and ensure interoperability across systems. Establish procedures for version control and archiving, and promote harmonized information management standards. Lead the development of business intelligence solutions, analytics products, and dashboards. Design and maintain interactive dashboards and business intelligence solutions, and develop automated reporting and visualization products. Integrate data sources, develop evidence tracking systems, and produce visual analytics. Provide technical leadership, capacity strengthening, and advisory support to country offices and partners on knowledge and information management, evidence systems, and the use of digital technologies.
Work Experience
Requires at least five years of progressive experience in designing and managing information systems, databases, digital repositories, or knowledge management. Experience in business intelligence and dashboard development (e.g., Power BI, Tableau, SQL) is essential. Experience with R or STATA is advantageous. Experience in gender equality, international development, statistics, or research programmes, as well as within the UN system, is also desirable.
