Organizational Context
UN Women Kazakhstan is implementing a project from 2025-2027 focused on enhancing legal protection for women, strengthening gender equality, and promoting women's socio-political participation. The project aims to integrate gender aspects into policymaking and budgeting, supported by a new Gender Equality and Women's Empowerment Knowledge Center. UN Women brings global expertise in Gender Responsive Budgeting (GRB), with prior pilot projects and training in Kazakhstan. This role supports the institutionalization of GRB.
Job Purpose
This consultancy aims to support the adaptation and operationalization of technical recommendations for Gender Responsive Budgeting (GRB) within Kazakhstan's legal, institutional, and public financial management framework. The consultant will translate proposed GRB reforms into draft legal, regulatory, and methodological documents. This involves conducting gender analysis of development plans, preparing legislative amendments, facilitating national consultations, and developing documentation for a specialized GRB mechanism. The ultimate goal is to advance the GRB reform agenda and promote equitable governance and resource allocation in Kazakhstan.
Responsibilities
The National Consultant will conduct a gender analysis of development plans for three Ministries, proposing recommendations for integrating gender-responsive indicators into state planning and budgeting. They will draft legal and regulatory amendments to institutionalize GRB within the public finance management system, ensuring consistency with national legislation and international best practices. The consultant will prepare the complete legislative package for submission to the Kurultay or relevant authorities. Responsibilities also include facilitating national consultations and legislative review processes, preparing documentation for a specialized GRB advisory mechanism, and supporting a round table with Parliament members on GRB reforms. The consultant will contribute to presentations, background materials, and the final synthesis report.
Work Experience
A minimum of 5 years of experience in Gender Responsive Budgeting is required. Proven experience in reviewing/drafting legislation related to GRB or gender equality is essential. Extensive experience in public finance management, strategic planning, and gender mainstreaming is also necessary. Experience working with UN agencies and government authorities, as well as conducting GRB training sessions for government agencies, is desirable.
