Organizational Context

UN Women in Viet Nam supports the country's development objectives by aligning with the Socio-Economic Development Plan and National Strategy for Gender Equality. The Country Strategy Note for 2022-2026 focuses on fulfilling gender equality commitments under CEDAW and the 2030 Agenda. This role supports the finalization of the Viet Nam Country Gender Equality Profile 2026, a crucial report for evidence-based policy.

Job Purpose

This consultancy aims to ensure the quality and national relevance of the Viet Nam Country Gender Equality Profile (CGEP) 2026. The consultant will conduct a detailed technical review of specific chapters (Economic Development, Care Economy, Technology/Digital Transformation/AI, and Climate Change/Green Growth). The purpose is to verify evidence, ensure national appropriateness of legal and policy descriptions, assess analysis clarity, and strengthen recommendations for inclusive and sustainable development, contributing to gender equality in Viet Nam's transformations.

Responsibilities

The consultant will conduct a thorough technical review of Chapters 4 (Economic Development), 5 (Care Economy), 7 (Technology, Digital Transformation and AI), and 8 (Climate Change and Green Growth) of the Viet Nam Country Gender Equality Profile 2026. This involves verifying data, reviewing the accuracy of laws and policies, assessing gender analysis, identifying inconsistencies, and providing detailed comments and revisions. The role includes participating in inception meetings, coordinating with a Team Leader and other reviewers, and ensuring consistency across chapters. The consultant will also revise chapters based on feedback and conduct a final verification to ensure accuracy and coherence of data, terminology, and recommendations for gender-responsive policy.

Work Experience

Requires at least 15 years of progressive experience in gender equality, economic development, technology, climate change, or related policy fields in Viet Nam. Demonstrated experience in gender analysis or technical review of national reports is essential. Strong expertise in at least two of the review areas (economic, digital, climate/green growth) is preferred, along with knowledge of Viet Nam's relevant policies and data sources. Familiarity with international frameworks like CEDAW, SDGs, Paris Agreement, and Sendai is advantageous.

Skills

Strong technical credibility in gender-responsive economic policy, digital transformation, and/or climate and green growth. Ability to interpret and explain economic, labour-market, technology, and environmental data. Strong knowledge of Viet Nam's policy context in these areas. Skill in analyzing interconnections between structural transformation, employment, technology, climate resilience, and gender equality. Excellent analytical, drafting, editing, and stakeholder engagement skills in Vietnamese and English.
