Job Purpose
This consultancy aims to strengthen UN Women's Women's Economic Empowerment (WEE) portfolio in Palestine, particularly in preparation for the Surging Women's Employment Flagship Initiative (SWEI). The role involves conducting analyses, developing employment generation strategies, and designing programs to increase women's participation in the Green, STEM, and Care economies. The consultant will ensure alignment with EU program objectives and contribute to measurable job creation for women, advancing gender-responsive private sector development and policy reforms across Palestine, including Gaza and East Jerusalem. The position supports UN Women's mandate to eliminate discrimination and achieve equality between women and men.
Responsibilities
The consultant will provide technical expertise for WEE programming in Palestine, leading the finalization of Palestine's National Chapter and developing comprehensive work plans for employment generation in the Green, STEM, and Care economies. This includes conducting in-depth labor market analyses to identify opportunities and barriers for women's employment, and designing evidence-based, innovative program models. The role involves developing knowledge products and case studies, and supporting the Palestine Country Office in building strategic partnerships with national donors, IFIs, and financial institutions. Collaboration with government ministries, UN agencies, and humanitarian clusters will also be a key responsibility, ensuring gender-responsive approaches are integrated across all interventions.
Work Experience
A minimum of 5 years of progressive work experience in developing, implementing, monitoring, and reporting on women's economic empowerment, employment, or private sector programs is required. Experience in advising governments or the private sector on WEE, conducting labor market analyses, and working with the UN or NGOs is also necessary. Experience in employment generation within the green, care, or STEM sectors is highly desirable.
Skills
Strong knowledge of women's economic empowerment, strong analytical skills, coordination and organization skills, ability to synthesize program performance data, strong knowledge of the Arab Region, and ability to write policy papers and briefings.
