The Herat Sub-Office implements humanitarian and longer-term programmes in the western region, focusing on integrated programming, women's movement building, policy, economic resilience, and coordination. This role supports programme implementation and coordination within this challenging context.
Job Purpose
The National Programme Coordinator supports the coordination and implementation of UN Women's humanitarian and longer-term programmes in Afghanistan's western region. The role focuses on coordinating programme activities, monitoring progress with implementing partners, and fostering collaboration with government, humanitarian actors, and stakeholders. The incumbent ensures the timely and effective delivery of activities, strengthens coordination, and contributes to evidence-based planning, monitoring, and reporting, integrating women's and girls' needs and rights into humanitarian and resilience programming.
Responsibilities
Coordinate the establishment and operationalization of Multi-Purpose Women Centers (MPWCs) in the Western Region, including assessments and analyses. Prepare and consolidate annual workplans, progress reports, and donor reporting requirements. Support project planning, implementation, monitoring, and reporting with implementing partners. Maintain programme documentation, including risks, challenges, and lessons learned. Ensure timely submission and quality assurance of partner reports. Monitor fund allocation and disbursement, and identify partner capacity gaps. Support effective programme implementation and coordination across the Western Region, aligning with workplans. Coordinate partnership engagement, provide technical guidance, and support capacity development for civil society organizations. Contribute to strengthening strategic coordination with government, UN agencies, humanitarian actors, and donors. Provide technical inputs for resource mobilization and represent the Herat Sub-Office in coordination forums.
Work Experience
A minimum of 2 years of progressive work experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required. Experience in humanitarian settings, understanding of humanitarian coordination mechanisms, and working with UN agencies, NGOs, and donors is desirable. Proven ability to work in complex humanitarian contexts, with knowledge of Afghanistan's humanitarian landscape, is also desirable.
