Organizational Context
UN Women Viet Nam, under the leadership of the UN Resident Coordinator, is coordinating the 2026 UNCT-SWAP Gender Equality Scorecard Comprehensive Report and GEAP-aligned Action Plan. This initiative assesses the UNCT's collective performance in mainstreaming gender equality and women's empowerment, identifying gaps and priority actions for the upcoming Cooperation Framework cycle. The role supports the Inter-Agency Assessment Team in this critical accountability exercise.
Job Purpose
This consultancy aims to provide technical, analytical, facilitation, evidence synthesis, and quality assurance support for the preparation and finalization of Viet Nam's 2026 UNCT-SWAP Gender Equality Scorecard Comprehensive Report and GEAP-aligned Action Plan. The role is crucial for ensuring evidence-based accountability, assessing UNCT progress in gender equality and women's empowerment, and identifying priority actions for the next Cooperation Framework. The consultant will facilitate the Inter-Agency Assessment Team's work, ensuring a credible, participatory, and consensus-based process to strengthen gender mainstreaming within the UN system in Viet Nam.
Responsibilities
The consultant will support the entire process of developing the 2026 UNCT-SWAP Gender Equality Scorecard Comprehensive Report and GEAP-aligned Action Plan. Key responsibilities include: supporting inception and methodology development, reviewing background documents and previous reports, preparing an inception note, and orienting the Inter-Agency Assessment Team (IAT). The consultant will facilitate evidence collection, review, and gap analysis across all 15 performance indicators, including analysis of organizational culture surveys and gender parity data. They will also facilitate IAT discussions for consensus-based ratings, draft the comprehensive report and GEAP-aligned action plan, and support quality assurance, platform upload, and final submission by the deadline. This includes preparing materials for UNCT briefings and a handover note for future implementation.
Work Experience
A minimum of 10 years of international experience in gender equality, gender mainstreaming, UN coordination, results-based management, or M&E is required. Specific experience (at least 3 years) in conducting UNCT-SWAP assessments, gender audits, or similar accountability frameworks is essential. Experience with UNSDCF processes, facilitating inter-agency consultations, gender data collection, evidence review, and report drafting is also required. Experience with GEAP, gender parity, organizational culture surveys, or working in the Asia-Pacific region is advantageous.
Skills
Expertise in UNCT-SWAP Gender Equality Scorecard methodology and reporting. Strong analytical, facilitation, and evidence synthesis skills. Proficiency in gender mainstreaming, results-based management, and monitoring & evaluation. Experience in inter-agency coordination and consensus-building. Excellent report drafting and quality assurance capabilities. Familiarity with GEAP and gender parity frameworks.
