Organizational Context
UN Women's Economic Empowerment unit is implementing the 'It's time for care!' project, funded by the Catalan Agency for Development Cooperation. This project aims to establish local time-use strategies in the Colombia-Ecuador border region to foster care societies. The initiative focuses on generating knowledge, promoting dialogue, building alliances, and strengthening capacities to advance the Right to Care.
Job Purpose
The purpose of this consultancy is to conduct an analysis of the social organization of care and local care practices along the Colombia-Ecuador border. This analysis will provide technical inputs for the design of care systems, public policies, and binational actions aimed at advancing towards a 'Care Society'. The work will generate information from the territory, integrating a regional perspective to facilitate scalability and replicability of experiences in other Latin American and Caribbean contexts. It will contribute to the formulation of informed public policies based on territorial good practices, recognizing the impact of care work on women's lives, their economic autonomy, and their right to time.
Responsibilities
The consultant will analyze the social organization of care in two prioritized territories on the Colombia-Ecuador border. This includes identifying the roles of the State, families, market, and community in care provision, and analyzing cross-border care dynamics such as human mobility, transport, family networks, domestic work, and community services, incorporating gender, intersectionality, and human rights approaches. The analysis will also examine cultural, environmental, ethnic, economic, territorial, security, and gender factors influencing care practices and policies, recognizing the role of care in peacebuilding. Key actors, existing initiatives, and institutional capacities related to care will be mapped. Additionally, the consultant will generate inputs for local and binational public policy by systematizing territorial experiences and good practices, and developing a proposal for guidelines to orient the design, improvement, or articulation of comprehensive care systems and binational actions.
Work Experience
A minimum of 5 years of progressive experience in social research, policy analysis, or program implementation related to gender equality, care economy, social protection, or human rights is required. Experience working in border regions, with migrant populations, or on cross-border issues is highly desirable. Proven experience in qualitative and quantitative research methodologies and report writing is essential.
