UN Women is dedicated to gender equality and the empowerment of women. This role supports the WRT 2.0 Project in Viet Nam, focusing on economic empowerment. The consultant will work under the Programme Manager and in coordination with the Public Procurement Agency.
Job Purpose
The purpose of this consultancy is to support the development of a report on "International Models for Gender-Responsive Procurement (GRP) Implementation in Public Procurement." The report aims to provide practical guidance for implementing GRP in Viet Nam's public procurement system, analyze international GRP models, identify challenges, and propose adaptable solutions. It will serve as a reference for procurement officials, policy bodies, and training institutions, ultimately benefiting enterprises and market participants through improved transparency and GRP application.
Responsibilities
The consultant will support the development of a report on international models for Gender-Responsive Procurement (GRP). Key activities include conducting a desk review of relevant Vietnamese legislations and reports to inform the report framework and initial draft. Additionally, the consultant will support targeted technical consultations with stakeholders through focus group discussions and in-depth interviews to gather feedback on the draft report framework and content. This feedback will be compiled in English to assist the lead consultant in preparing subsequent drafts, ensuring the report is practical and adaptable to Viet Nam's context.
Work Experience
A minimum of 5 years of professional experience in public procurement, public financial management, or procurement policy is required. Additionally, at least 5 years of experience in policy research, legal analysis, or report development is necessary. Experience integrating gender equality or women's economic empowerment into procurement systems (minimum 2 years) and demonstrated experience with GRP or inclusive procurement policies are also required.
