Organizational Context
UN Women in Bosnia and Herzegovina implements the Joint Programme Gender Equality Accelerator (JP GEA) with UNDP, UNFPA, and UNICEF, supported by the EU, Denmark, and Sweden. This initiative aims for systemic change in gender equality by addressing structural barriers across three pillars: Eliminating Violence Against Women and Girls, Empowering Women Economically, and Elevating Women in Governance and Leadership. The role supports the latter pillar by strengthening gender-responsive budgeting capacities.
Job Purpose
This consultancy aims to strengthen Gender-Responsive Budgeting (GRB) capacities within government institutions in Bosnia and Herzegovina. The consultant will develop and deliver training programs for Ministries of Finance and line ministries at various government levels, focusing on integrating gender equality principles into policymaking and budgeting processes. The role involves providing ongoing technical assistance to mainstream gender considerations into public expenditures and contributing to the overall objective of achieving transformative change in gender equality and women's empowerment through systemic interventions.
Responsibilities
Develop a detailed workplan, methodology, and indicators for the consultancy. Design and deliver four GRB trainings (two basic, two advanced) across sectors for Ministries of Finance and line ministries at cantonal, entity, and state levels, including specific sessions in Mostar and Banja Luka. Prepare comprehensive training materials, facilitate sessions, and conduct pre- and post-training evaluations. Provide continuous technical support to ministries for mainstreaming gender in budgetary processes and integrating gender considerations into their core work. Document support provided and key outcomes. Submit bi-weekly progress updates and a final consultancy report detailing achievements, challenges, and recommendations.
Work Experience
Requires a minimum of 5 years of relevant experience in gender equality, public finance management, or public sector reform. Demonstrated technical expertise in GRB, including budget processes and gender analysis, evidenced by at least four similar assignments involving training design/delivery. At least 5 years of experience in designing and delivering adult training sessions, particularly for civil servants. Experience with government institutions and international projects is an asset.
