The organization supports national priorities through normative support, UN system coordination, and operational activities. This role supports the implementation of the Framework of Cooperation on Prevention and Response to Conflict-Related Sexual Violence and strengthens governance and leadership capacities within national institutions.
Job Purpose
This National Consultant role is crucial for ensuring the effective financial planning, implementation, monitoring, and reporting of UN Women's CRSV and Governance and Leadership programmes in Ukraine. The incumbent will analyze financial performance, ensure quality assurance and compliance with UN Women regulations, and facilitate the timely delivery of results. By collaborating closely with programme and operations teams, and regional/headquarters colleagues, the consultant will resolve financial and implementation issues, ensuring efficient information flow for effective programme management and oversight in a complex and evolving operational environment.
Responsibilities
The National Consultant will provide comprehensive financial management support for UN Women's CRSV and Governance and Leadership programmes. Key responsibilities include coordinating financial planning, implementation, and delivery of CRSV interventions, ensuring alignment with financial arrangements and donor agreements. This involves reviewing programme finances, monitoring delivery against targets, and preparing consolidated financial documents. The consultant will also coordinate financial monitoring, analysis, and reporting of CRSV programme results, analyzing performance indicators and verifying partner financial reports. Ensuring programme quality assurance, compliance, and risk management by reviewing financial processes and identifying/mitigating risks is essential. Additionally, the role involves supporting knowledge management, resource mobilization through financial inputs for proposals and donor reports, and facilitating capacity building for implementing partners on financial management and reporting.
Work Experience
Requires at least one year of progressive experience in programme and/or financial management, preferably in development or humanitarian contexts, with a Master's degree. Proven experience in financial planning, budgeting, monitoring, and reporting within complex programme environments is necessary. Experience in financial oversight of implementing partners and familiarity with EU financial rules are highly desirable. Experience with ERP systems like Oracle Cloud is also preferred.
