Organizational Context

UN Women in the State of Palestine works to eliminate discrimination against women and girls, empower women, and achieve gender equality. The role supports the "Strengthening the Protection and Leadership of the Furthest Left Behind Women and Girls Survivors of Violence (Shaml)" programme, specifically focusing on enhancing the capacity of the Beitunia Emergency Shelter staff and social counsellors.

Job Purpose

The National Consultant will provide specialized capacity-building training to the Beitunia Emergency Shelter's staff and women social counsellors. The purpose is to strengthen their ability to effectively implement Standard Operating Procedures (SOPs) and manage cases of women survivors of violence, particularly those associated with suicide attempts. This role aims to improve the quality, consistency, and responsiveness of services provided by the shelter, ensuring a gender-responsive, inclusive, and survivor-centered approach.

Responsibilities

Develop an inception report detailing a work plan, methodology, and training approach, tailored to the needs of shelter staff and social counsellors. Conduct meetings with UN Women, the Ministry of Social Development (MoSD), and shelter representatives to align on objectives and training priorities. Design and develop comprehensive training materials, including pre- and post-training evaluations. Deliver a six-day capacity-building training covering SOP application, case management, gender-responsive service provision for vulnerable groups, risk assessment (including suicidal risks), admission and health screening, referral mechanisms, and substance abuse treatment approaches. Submit a training report with findings and recommendations, followed by a final narrative report detailing the assignment, achievements, methodology, lessons learned, and recommendations.

Work Experience

A minimum of 3 years of experience in violence against women, protection, and women's rights is required. Experience in managing cases of women survivors of violence and in delivering capacity-building training, preferably in case management, is also required. Experience with the targeted vulnerable groups, the UN system, international organizations, or the Ministry of Social Development/justice system is desirable.
