Organizational Context
UN Women Armenia, as part of the UN Sustainable Development Cooperation Framework, supports national partners in advancing gender equality and women's empowerment. The role is within the joint regional programme "EU 4 Gender Equality: Together against Gender Stereotypes and Gender-Based Violence" (EU4GE) - Phase III, implemented in partnership with the European Union and UNFPA. The Programme Analyst provides technical and programmatic support for this initiative in Armenia.
Job Purpose
The Programme Analyst provides substantive technical and programmatic support for the effective implementation, coordination, monitoring, and reporting of the EU4GE Phase III programme in Armenia. This role contributes to programme planning, policy dialogue, partnership development, knowledge management, and results-based management, ensuring compliance with UN Women policies and donor requirements. Working collaboratively with various stakeholders, the incumbent supports the delivery of programme results, strengthens strategic partnerships, and promotes synergies to advance gender equality and women's empowerment in Armenia.
Responsibilities
The Programme Analyst is responsible for providing technical support for the implementation and coordination of the EU4GE Phase III Programme, ensuring timely delivery of outputs across three pillars: strengthening public institutions, empowering civil society and communities, and engaging the private sector. This includes coordinating with partners, identifying challenges, and ensuring compliance with UN Women policies. The role involves managing programme implementation and partnerships by coordinating agreements, monitoring progress, reviewing reports, and maintaining effective working relationships with national institutions and civil society. Additionally, the incumbent provides technical support and capacity development to partners, monitors programme implementation and results using RBM principles, supports programme planning and financial management, and contributes to advocacy, communications, and knowledge management. Regional collaboration and knowledge exchange are also key aspects of the role.
Work Experience
Requires at least 2 years (with Master's) or 4 years (with Bachelor's) of progressive experience in programme management in gender equality, women's empowerment, or related fields. Demonstrated experience in implementing complex, multi-stakeholder development programmes, preferably EU-funded, is essential. Experience with Results-Based Management, monitoring, reporting, and working with diverse partners (government, civil society, UN agencies) is required. Experience in grant management, organizing events, policy dialogue, and financial monitoring is also necessary.
