Organizational Context

The United Nations Trust Fund to End Violence against Women and Girls (UN Trust Fund), administered by UN Women, exclusively funds civil society organizations working to prevent and end violence against women and girls globally. Job Purpose

The Regional Programme Specialist manages a portfolio of grants across Africa for the UN Trust Fund to End Violence against Women and Girls. This role contributes to the Fund's global grant-making, accompaniment, monitoring, capacity development, and partnership functions. The Specialist provides strategic and technical support to grantee partners throughout the grant lifecycle, ensuring high-quality, feminist-informed programming, effective risk management, and institutional strengthening. The position also involves analyzing portfolio performance to inform senior management decisions and collaborating with various stakeholders to enhance portfolio coherence and generate practice-based knowledge.

Responsibilities

The Regional Programme Specialist leads technical accompaniment and capacity strengthening for EVAW/G grant programs, providing advisory support on design, implementation, and monitoring, and identifying/addressing capacity gaps. They manage regional grant portfolios across the full lifecycle, monitoring performance through reports and assessments, and ensuring compliance with UN Trust Fund policies. The role involves strengthening risk management by supporting partners in mitigating operational and programmatic risks, especially in fragile contexts. Additionally, the Specialist contributes to grant selection and appraisal by assessing proposals and conducting partner assessments. They also facilitate capacity development, learning, and regional partnerships by designing initiatives, analyzing data for trends and lessons learned, and contributing to knowledge products and stakeholder engagement.

Work Experience

Requires at least 5 years of progressively responsible experience in programme management, including design, coordination, monitoring, evaluation, donor reporting, and capacity building in ending violence against women. Experience working directly with civil society and women's organizations on EVAW/G is essential. Experience in setting priorities, budgets, work plans, and results-based management is also required. Experience managing multi-country portfolios, providing technical assistance, and in grant-making processes is desirable.
