Job Purpose
This consultancy aims to provide technical assistance to local actors in Tumaco, Colombia, for the formulation of a District Care System. The purpose is to recognize, reduce, and redistribute care work, which disproportionately falls on women. The role will involve participatory diagnosis, designing the system's technical, financial, and institutional framework, establishing governance mechanisms, assessing financial viability, and developing necessary legal instruments for its adoption and sustainability.
Responsibilities
The consultant will conduct a participatory territorial diagnosis of care work in Tumaco, identifying needs, demands, existing supply, access gaps, and relevant actors, with a gender, intersectional, and territorial approach. Responsibilities include mapping the institutional, community, and private care service supply, and local capacities. The consultant will design the technical, operational, and financial architecture of the District Care System, defining its components, services, coordination mechanisms, and implementation strategy. A cross-sectoral and inter-institutional governance model will be formulated, along with the financial structure, sustainability strategies, and co-financing alternatives. Fiscal viability will be assessed, and normative proposals for institutionalization, including draft agreements, will be developed. Technical capacities of local actors will be strengthened through training and participatory processes.
Work Experience
A minimum of 7 years of professional experience in public policy formulation, gender equality, social development, or related areas is required. Proven experience in designing and implementing care systems, conducting participatory diagnostics, and working with local governments and communities in Latin America is highly desirable.
