Organizational Context

UN Women supports gender equality and women's empowerment globally. In the Kyrgyz Republic, persistent gender inequalities in political participation, economic opportunities, and the prevalence of gender-based violence are key challenges. The UN Country Team (UNCT) is implementing the UN Sustainable Development Cooperation Framework and advancing commitments to gender equality. This role supports the UNCT in assessing its performance on gender equality and women's empowerment.

Job Purpose

This consultancy aims to support the UN Country Team (UNCT) in Kyrgyzstan by conducting a comprehensive assessment of its performance on gender equality and women's empowerment. The role involves facilitating the UNCT-SWAP Gender Equality Scorecard and assessing the implementation and effectiveness of the Gender Equality Acceleration Plan (GEAP). The objective is to identify strengths, gaps, and corrective actions, and to develop a costed Gender Equality Acceleration Action Plan. The final output will provide actionable recommendations and strategic guidance to enhance UNCT accountability and accelerate gender equality results, contributing to the UN's broader gender equality agenda.

Responsibilities

The consultant will conduct a thorough review of global, regional, and national documentation related to gender equality and UNCT performance. This includes facilitating the evidence collection, scoring, validation, and reporting for all dimensions of the UNCT-SWAP Gender Equality Scorecard, covering leadership, planning, programming, results, partnerships, and organizational culture. The consultant will also assess the implementation and effectiveness of the GEAP, examining its five pillars and the UNCT's gender equality architecture, including the Gender Theme Group and inter-agency coordination. Furthermore, the role involves evaluating gender analysis quality, the use of sex-disaggregated data, and the integration of intersectionality and human rights approaches. Stakeholder consultations with internal UN entities and external partners will be conducted to gather comprehensive insights. The consultant will facilitate validation workshops and support the development of a costed Gender Equality Acceleration Action Plan, serving as an operational roadmap for future UNCT actions.

Work Experience

A minimum of 10 years of experience in gender equality and women's empowerment is required, with at least 7 years focused on evaluation, assessment, or results-based management. Demonstrated experience with the UNCT-SWAP Gender Equality Scorecard is essential. Substantive knowledge and experience evaluating multi-sectoral responses to GEWE, GBV, bodily autonomy, and SRHR within UN frameworks are necessary. Experience with UNSDCF processes and assessing gender action plans and accountability frameworks is also required. Experience in Central Asia is highly desirable, and knowledge of GEAP implementation is an asset.
