Job Purpose
This consultancy aims to strengthen the capacity of UN personnel and implementing partners in Afghanistan to effectively mainstream gender into development and humanitarian programs, particularly those focused on Basic Human Needs (BHN). The consultant will provide expert guidance, develop and deliver training, and offer strategic advice on contextualizing gender mainstreaming efforts. The ultimate goal is to enhance the integration of gender equality principles into all aspects of programming, ensuring that the needs and perspectives of Afghan women and girls are central to the country's development and response efforts, thereby contributing to UN Women's mandate and the UN's broader gender equality objectives.
Responsibilities
The consultant will be responsible for developing and implementing a training workplan for strengthening the capacities of UN personnel and implementing partners in gender mainstreaming within BHN programs. This includes developing relevant training materials and evaluation tools for Training of Trainers (ToT) sessions and leading the delivery of these sessions in various locations across Afghanistan. Additionally, the consultant will provide strategic advisory on further contextualizing capacity-building needs to enhance gender mainstreaming efforts. This involves identifying emerging considerations and local practices to adapt training materials, conducting evaluations of training sessions, analyzing participant feedback, and preparing comprehensive training reports. The role also requires adherence to UN safety protocols and potentially intermittent presence in Afghanistan for in-person training delivery.
Work Experience
A minimum of seven years of practical experience in gender mainstreaming within development or humanitarian programs at national and international levels is required, preferably in Afghanistan or a similar context. Experience in conducting gender evaluations, data collection, and analysis is desirable. At least three years of experience in results-based management, review, or evaluation is also desirable. Strong analytical skills and the ability to work independently are beneficial.
