Job Purpose
The Country Representative is responsible for leading and managing the UN Women Mali Country Office portfolio, translating the UN Women Strategic Plan into development initiatives and results. This involves developing and implementing programmes and projects, and building effective partnerships with government, UN agencies, civil society, and donors. The role aims to promote inter-agency collaboration, support UN reform, and mobilize resources and visibility to advance gender equality and women's empowerment in Mali. The position operates within a matrix management model, reporting to the Regional Director and collaborating with the UN Resident Coordinator.
Responsibilities
The Country Representative is accountable for strategic country programme planning and development, including implementing the Country Strategic Note and ensuring quality results-based programming. They lead enterprise risk management, establishing frameworks, conducting assessments, and ensuring compliance with UN Women policies. The role involves managing the Mali Country Office operations, overseeing work plans, budgets, and personnel performance, and ensuring a safe work environment. Additionally, the Country Representative supports the UN Resident Coordinator and serves as a member of the UN Country Team, integrating gender equality into UN programming and advocacy. They represent UN Women, lead advocacy strategies, build high-level partnerships, and manage resource mobilization efforts. The role also encompasses leading knowledge management, innovation, and capacity building, as well as overseeing the safety and security of personnel and assets.
Work Experience
A minimum of 10 years of progressive development experience with strategic and managerial leadership at the international level is required. This includes experience in gender and women's issues programming, preferably in developing countries within the UN system. Field experience with multicultural teams, leadership, and coaching staff are essential. Experience in implementing risk management frameworks, internal controls, and managing organizational risks is also required. Experience responding to audits, leading programmes in fragile contexts, high-level policy dialogue, strategic partnerships, and resource mobilization are desirable. Proficiency in computer software and ERP systems is required, with Oracle Cloud being desirable. Fluency in French and English is mandatory.
