Organizational Context

UN Women in Bosnia and Herzegovina is implementing the Joint Programme Gender Equality Accelerator (JP GEA) with UNDP, UNFPA, and UNICEF, supported by the EU, Denmark, and Sweden. This initiative focuses on systemic change to advance gender equality and women's empowerment by addressing structural barriers. The programme targets violence against women, economic empowerment, and women's leadership, with a specific emphasis on strengthening gender-responsive governance and budgeting at the local level.

Job Purpose

This consultancy aims to support UN Women in strengthening Gender-Responsive Budgeting (GRB) capacities within local government units (LGUs) in Bosnia and Herzegovina. The role involves developing and delivering training programs and providing tailored capacity-building and mentoring support to officials in five selected LGUs. The objective is to enhance their ability to integrate gender equality considerations into local planning, policymaking, and budgeting processes, contributing to more inclusive and accountable local governance and aligning with SDGs 5 and 11. The consultant will also be responsible for developing a work plan, delivering a specialized GRB session for policymakers, and producing a final report documenting achievements and lessons learned.

Responsibilities

The consultant will develop a detailed work plan, methodology, and coordination framework for the assignment. Key responsibilities include designing, preparing, and delivering a comprehensive training on gender equality, mainstreaming, and gender-responsive budgeting, planning, and governance for public officials from five partner LGUs. Additionally, the consultant will design and deliver a tailored GRB session for mayors and senior policymakers. Ongoing technical advisory and mentoring support will be provided to the five selected LGUs to help them apply gender analysis and GRB principles. The consultant will also participate in coordination meetings, contribute to documenting good practices and lessons learned, and prepare a final narrative report summarizing activities, results, challenges, and recommendations.

Work Experience

A minimum of five years of professional experience in gender equality, public finance management, or related fields is required. Demonstrated technical expertise in government public finance systems and budgetary processes, including GRB methodologies, is essential. Experience in designing and delivering capacity-building activities for public servants or elected representatives is also necessary. Previous experience in providing technical assistance to local government units on GRB or related reforms, and prior work with government institutions or international organizations, are considered assets.

Skills

Expertise in gender equality, Gender and Results-Based Governance (GRG), and local governance; strong understanding of policy development and institutional strengthening. Skills in training techniques, curriculum development, and delivering capacity-building sessions. Ability to provide technical advisory and mentoring. Excellent networking, stakeholder engagement, and coordination skills. Outstanding written and verbal communication skills. Proficiency in Microsoft Office Suite and web-based applications.
