Organizational Context

UN Women in Bosnia and Herzegovina, through the Joint Programme Gender Equality Accelerator (JP GEA), aims to advance gender equality and women's empowerment. This programme, supported by the EU, Denmark, and Sweden, focuses on eliminating violence against women, empowering women economically, and elevating women in governance. The role supports strengthening gender-responsive governance, planning, and budgeting at the local level.

Job Purpose

This consultancy aims to strengthen gender-responsive governance, planning, and budgeting capacities within four selected local government units (LGUs) in Bosnia and Herzegovina. The consultant will develop and deliver training, provide tailored capacity-building and mentoring support to LGU officials, and contribute to integrating gender equality considerations into local planning and budgeting processes. The ultimate goal is to foster more inclusive, accountable, and gender-responsive local governance, aligning with SDG 5 and SDG 11, and contributing to transformative change in gender equality and women's empowerment.

Responsibilities

The consultant will develop a detailed work plan and methodology for the assignment. Key responsibilities include designing and delivering a training session on gender equality, mainstreaming, and gender-responsive budgeting/planning/governance for public officials from four partner LGUs. The consultant will also provide ongoing technical advisory and mentoring support to these LGUs, assisting them in applying gender analysis and GRB principles. This involves developing tailored training programs and materials, conducting in-house capacity-building sessions, and participating in coordination meetings. Finally, the consultant will contribute to documenting good practices and lessons learned, and prepare a comprehensive final narrative report summarizing achievements, challenges, and recommendations.

Work Experience

A minimum of five years of professional experience in gender equality, public finance management, or related fields is required. Demonstrated technical expertise in government public finance systems and budgetary processes, including gender-responsive budgeting, is essential. Experience in designing and delivering capacity-building activities for public servants and experience providing technical assistance to local government units in gender-responsive budgeting are also required. Previous experience with government institutions or international organizations is an asset.
