Organizational Context

UN Women Serbia provides technical assistance to national partners to implement gender equality commitments and foster inclusive policy development. Within the Gender Equality Facility - Phase III, UN Women supports national institutions in strengthening the Youth Guarantee and integrating gender equality into employment policies. This role supports the Ministry of Labour, Employment, Veteran and Social Affairs (MoLEVSA).

Job Purpose

This consultancy aims to provide technical support to the Ministry of Labour, Employment, Veteran and Social Affairs (MoLEVSA) in Serbia for the preparation of the Youth Guarantee Implementation Plan for 2027-2029. The consultant will build upon lessons learned from previous implementations, labour market analyses, and European Commission recommendations. The purpose is to develop a comprehensive plan that integrates gender equality, equal opportunities, and non-discrimination principles, ensuring alignment with national and EU guidelines for youth employment.

Responsibilities

The consultant will provide technical support to MoLEVSA in preparing the Youth Guarantee Implementation Plan (2027-2029). This involves reviewing and analyzing relevant documentation, including labour market analyses, pilot implementation findings, and financial information. The consultant will participate in consultative meetings and technical discussions with MoLEVSA and other stakeholders to identify key reforms and initiatives. Based on gathered evidence and stakeholder input, the consultant will draft the implementation plan, ensuring it aligns with European Commission recommendations. Key tasks include integrating gender equality, equal opportunities, and non-discrimination into proposed measures, implementation arrangements, and the monitoring framework, and subsequently revising and finalizing the document.

Work Experience

A minimum of 5 years of proven experience in developing, implementing, and monitoring youth employment policies and programs is required. Experience in developing at least two strategic employment documents is necessary. Demonstrated experience with Youth Guarantee measures or similar youth employment initiatives, along with experience working with government and UN or similar organizations, is also required. Strong analytical skills are essential.
