Organizational Context
UN Women's Liaison Office to the AU and UNECA, in collaboration with regional offices and AU bodies, supports gender perspectives in Africa's intergovernmental processes. This role supports preparations for the 71st Commission on the Status of Women (CSW 71), focusing on accelerating gender equality and women's empowerment within the 2030 Agenda and climate change context.
Job Purpose
This consultancy aims to develop a comprehensive background report and a Common Africa Position paper for the 71st session of the Commission on the Status of Women (CSW 71). The role will analyze Africa's progress on gender equality and women's empowerment in the context of the 2030 Agenda and climate change, ensuring alignment with continental frameworks like the Maputo Protocol and Agenda 2063. The outputs will inform Africa's engagement in global negotiations and contribute to the CSW 71 Agreed Conclusions.
Responsibilities
The consultant will conduct in-depth literature reviews and desk research on the CSW 71 priority and review themes. Key responsibilities include preparing a background document covering progress, gaps, and policy actions related to gender equality in Africa, with specific focus on women's economic empowerment, political participation, climate change, humanitarian emergencies, and financing. The consultant will also support the development of consultation agendas, draft the Common Africa Position paper, and facilitate the incorporation of Member State and civil society feedback. Final deliverables include a comprehensive background document, a draft Common Africa Position, and a report summarizing consultation outcomes.
Work Experience
Requires at least 10 years of programme experience in gender equality, women's empowerment, sustainable development, SDG implementation, or policy analysis within the Africa region. Demonstrated experience in developing regional/continental policy frameworks, leading research, and working with development agencies or the UN/AU is essential.
Skills
In-depth knowledge of gender equality, women's rights, SDG implementation, and Africa's gender equality frameworks (Maputo Protocol, Agenda 2063). Strong analytical, reporting, communication, facilitation, and partnership-building skills. Ability to deliver quality results in a timely manner.
