In Timor-Leste, the Head of Office will strategically position UN Women, leading the country portfolio and translating the UN Women Strategic Plan into development initiatives. This role involves developing programs and fostering partnerships with government, UN agencies, civil society, and donors to advance gender equality and women's empowerment.
Job Purpose
The Head of Office in Timor-Leste is responsible for strategically positioning UN Women as a leader in Gender Equality and Women's Empowerment. This involves leading and managing the country portfolio, translating the UN Women Strategic Plan into actionable development initiatives aligned with regional and national priorities. The role requires developing and implementing programs, and cultivating effective partnerships with government counterparts, UN system agencies, civil society organizations, and donors. The objective is to promote inter-agency collaboration, enhance visibility, and mobilize resources to advance gender equality and women's empowerment, ensuring UN Women's mandate is effectively executed within the country.
Responsibilities
The Head of Office will lead strategic program development and planning by assessing national trends and identifying opportunities to advance UN Women's goals. This includes managing and overseeing the implementation of the country program, establishing annual work plans, and ensuring high-quality, results-based project completion. Responsibilities also encompass managing the country budget, preparing reports, and overseeing monitoring and evaluation. The role involves managing finance and human resources, ensuring compliance with UN Women policies. Furthermore, the Head of Office will represent UN Women in UN inter-agency coordination, collaborating with the UN Country Team to integrate gender equality into UN programming. This includes leading representation and advocacy with stakeholders, shaping national policy, and providing strategic direction for institutional capacity strengthening. Finally, the Head of Office will lead strategic partnerships, resource mobilization, and knowledge management initiatives.
Work Experience
A minimum of 7 years of progressively responsible experience at the national and/or international level in designing, planning, implementing, monitoring, and evaluating development projects is required. Experience in establishing inter-relationships between international organizations and national governments is needed. Experience in gender and human rights of women, administrative systems, UN system norms, and leading a team are assets.
