Organizational Context

UN Women is dedicated to gender equality and the empowerment of women, operating globally to eliminate discrimination and achieve equality between men and women. The UN Women Country Office in Delhi, India, works with other UN agencies and is currently conducting a Country Portfolio Evaluation. This role supports that evaluation, contributing to UN Women's Strategic Plan 2022-2025 impact areas.

Job Purpose

This role serves to support the UN Women Country Office in India with its Country Portfolio Evaluation. The consultant will be an integral part of the evaluation team, contributing to all phases of the evaluation process. This includes reviewing documents, developing methodologies, collecting and analyzing data, and providing inputs for reporting. The purpose is to ensure a comprehensive and high-quality evaluation that adheres to UN Women's GERAAS criteria, ultimately contributing to the organization's mandate of gender equality and women's empowerment.

Responsibilities

The consultant will contribute to the evaluation inception phase by reviewing relevant documents, providing translation/interpretation support, and assisting in the development of an inclusive evaluation methodology and data collection tools. During the data collection phase, the consultant will support interviews and focus group discussions, take detailed notes, ensure ethical guidelines are followed, and contribute to the analysis of results, challenges, and gaps. In the reporting phase, the consultant will provide inputs to preliminary findings. Key deliverables include interview notes, contributions to the inception report, translated data collection tools, presentations, and final synthesis reports, all meeting high-quality standards.

Work Experience

A minimum of 7 years of experience in research, evaluations, reviews, or assessments with development organizations is necessary. Demonstrated expertise in gender equality, women's rights, and women's economic empowerment is essential. Experience working in India and knowledge of its development context, particularly Tamil Nadu, is required. Familiarity with UN Women or the UN system is desirable.

Ability to gather and interpret qualitative data, ability to review programme/policy documents, strong knowledge of research methods and evaluation, use of data for evidence-based programming, strong facilitation, interpersonal, communication, and teamwork skills.
