Organizational Context

UN Women Afghanistan, operating for two decades, focuses on gender equality and women's empowerment amidst a complex humanitarian crisis. The organization's programming priorities include integrated programming, women's movement building, policy and research, economic resilience, and humanitarian response. This role supports the Coordination, Access and Humanitarian Response Unit, working across all UN Women units and field offices.

Job Purpose

This consultancy aims to support UN Women's engagement with de facto authorities in Kabul and the field, and to map access-related information. The consultant will facilitate communication, document gender-related access constraints impacting program implementation, and gather data on partner engagement with line ministries. This role is crucial for ensuring UN Women's effective operations and continued support to Afghan women and girls in a challenging environment, contributing to the protection of their gains and their participation in national development.

Responsibilities

The consultant will provide crucial support to UN Women's engagement with de facto authorities by preparing talking points, attending meetings, and offering interpretation services. Key duties include collecting and documenting gender-related access constraints encountered during program implementation, gathered through engagement with program units, field offices, and partners. Additionally, the consultant will map details concerning partners' engagement with line ministries and their memorandums of understanding. Deliverables include preparation support and interpretation for engagement meetings with minutes, monthly access constraint mappings, and updated data on partner MoUs.

Work Experience

A minimum of one year of progressive experience in humanitarian access and engagement is required. Experience working with and building partnerships with de facto authorities, governments, donors, and civil society organizations at national and field levels is also essential. Prior experience with the UN is desirable.
