Job Purpose
This role serves as an International Evaluator for the Country Portfolio Evaluation (CPE) of the UN Women Kyrgyz Republic Country Office's Strategic Note (2023-2027). The purpose is to assess the relevance, coherence, effectiveness, efficiency, sustainability, and human rights/gender equality dimensions of the Strategic Note. The evaluation will support learning, ensure accountability, and provide evidence-based decision-making for the next programming cycle, contributing to the advancement of gender equality and women's empowerment in the Kyrgyz Republic.
Responsibilities
Conduct a comprehensive Country Portfolio Evaluation (CPE) of the UN Women Kyrgyz Republic Strategic Note (2023-2027), assessing its relevance, coherence, effectiveness, efficiency, sustainability, and human rights/gender equality dimensions. Apply OECD/DAC evaluation criteria and UNEG Norms and Standards. Analyze the alignment of interventions with national policies and international frameworks, and the effectiveness of partnerships. Evaluate the achievement of results and the efficient utilization of resources. Assess the sustainability of interventions and the extent to which the portfolio addresses the root causes of gender inequality. Provide actionable recommendations to inform the development of the next Strategic Note and strengthen national capacity for gender equality.
Work Experience
At least 7 years of practical experience in conducting gender-responsive evaluations of development strategies, policies, and programs. Extensive experience in applying qualitative and quantitative evaluation methods. A strong record in designing and leading evaluations. Knowledge of UN Women's roles and programming is an asset. Experience in the ECA region or Kyrgyz Republic is advantageous.
