Job Purpose
This Country Program Evaluation (CPE) Consultant/National Evaluator will assess the relevance, coherence, effectiveness, efficiency, sustainability, and human rights/gender equality dimensions of the UN Women Kyrgyz Republic Country Office's Strategic Note (2023-2027). The evaluation aims to support evidence-based learning and decision-making for the next programming cycle, ensuring accountability for contributions to gender equality and women's empowerment. The findings will inform future strategies, strengthen national stakeholder capacity, and identify lessons learned and good practices.
Responsibilities
The National Evaluator will conduct a comprehensive Country Portfolio Evaluation (CPE) of the UN Women Kyrgyz Republic Country Office's Strategic Note (2023-2027). This involves assessing the relevance, coherence, effectiveness, efficiency, sustainability, and human rights and gender equality dimensions of the implemented strategies. The evaluator will analyze how well the Strategic Note addressed interconnected barriers to gender equality and women's empowerment (GEWE), aligning national priorities with international frameworks. Key tasks include identifying lessons learned, good practices, and innovations across UN Women’s normative, coordination, and operational mandates. The evaluator will also provide actionable recommendations to inform the development of the next Strategic Note, ensuring accountability and strengthening stakeholder engagement in advancing GEWE.
Work Experience
Requires at least 5 years of practical experience in relevant development and gender equality and women's empowerment (GEWE) issues, with substantial support to several evaluation processes. Experience in monitoring and evaluation, gender analysis, and human rights-based approaches is essential. Previous experience with UN agencies or international organizations in similar assignments is highly desirable.
