Organizational Context

UN Women in Ukraine supports national priorities for gender equality and the empowerment of women and girls, particularly in the context of EU accession and post-invasion recovery. The role supports the Government Commissioner on Gender Equality Policy, contributing to the integration of gender mainstreaming and inclusion into EU accession processes and recovery efforts, aligning with national and international commitments.

Job Purpose

This consultancy aims to provide expert support to the Apparatus of the Government Commissioner on Gender Equality Policy in Ukraine. The role will focus on enhancing inclusion and gender mainstreaming within the country's EU accession and recovery processes. By offering legal and policy advice, facilitating dialogues, and supporting capacity-building initiatives, the consultant will help ensure that gender equality and non-discrimination principles are embedded in national legislation and recovery strategies, contributing to a more inclusive and gender-responsive Ukraine aligned with EU standards.

Responsibilities

The National Consultant will provide expert and technical support on inclusion and gender mainstreaming to the Apparatus of the Government Commissioner on Gender Equality Policy. Key responsibilities include supporting coordination and communication between the Commissioner's office and relevant government/parliamentary institutions on EU accession and recovery priorities. This involves facilitating communication on adapting Ukrainian legislation to EU acquis, promoting inclusion and gender mainstreaming in recovery processes, and supporting the Platform for Gender Mainstreaming and Inclusion in Recovery. The consultant will also provide legal and policy advice, screen national legislation against EU acquis, develop propositions for legislative alignment, and prepare analytical materials. Additionally, the role involves facilitating public discussions, multistakeholder consultations, and organizing training activities to build capacity on gender equality and inclusion among stakeholders at national and local levels.

Work Experience

Requires at least one year of relevant work experience post-Master's degree in human rights, gender equality, governance, public administration, or related fields. Proven experience in providing legal support to government institutions on aligning Ukrainian legislation with the EU accession process is essential. Experience with UN Women or other UN agencies, knowledge of EU acquis, human rights, and gender equality frameworks, and experience coordinating with government authorities are desirable.
