Job Purpose
This consultancy aims to enhance the capacity of the Ministry of Finance and other public entities in the Republic of Moldova to integrate gender considerations into public procurement regulations and practices. The objective is to ensure fairness and equal opportunities for women by developing and implementing gender-responsive procurement (GRP) strategies. This involves reviewing legislation, creating practical tools for contracting authorities, strengthening institutional capacities through training, and developing monitoring mechanisms to promote women's economic empowerment and gender equality within the public procurement system.
Responsibilities
The consultant will provide technical assistance to the Ministry of Finance for reviewing and revising public procurement policies to integrate gender-responsive principles, developing proposals for at least four GRP categories with detailed criteria and methodologies. They will create practical implementation tools, including guides, model tender documents, and standard clauses for contracting authorities. The role involves facilitating stakeholder consultations to validate proposed provisions and tools. Additionally, the consultant will develop a comprehensive training program and materials for contracting authorities, deliver training-of-trainers sessions, and create practical resources like FAQs and checklists. Finally, they will develop monitoring indicators and reporting templates to track GRP implementation and promote market readiness for women-owned businesses.
Work Experience
A minimum of 5 years of experience in public procurement systems, with expertise in gender-responsive procurement, is required. Experience working with public authorities to enhance capacities and improve processes is also necessary. Prior experience in women's empowerment, gender equality projects, or specifically GRP projects is considered an advantage.
