Organizational Context

UN Women Türkiye operates within the framework of its Global Strategic Plan and the UN Sustainable Development Cooperation Framework for Türkiye. The office focuses on advancing gender equality, women's empowerment, and human rights through four thematic areas: women's leadership, economic empowerment, ending violence against women, and women, peace, and security. UN Women collaborates with diverse partners, including civil society organizations, to promote gender equality norms, improve women's access to opportunities, and combat discrimination and violence.

Job Purpose

This consultancy supports the development of the "Push Forward Strategy Paper" for the "Reimagining Gender Equality Across Generations and Communities" project. The National Consultant will be responsible for developing a strong strategic narrative that translates project findings into accessible, compelling, and action-oriented recommendations. The role involves synthesizing project evidence, developing a hope-based narrative framework, creating audience-responsive approaches, and integrating the narrative into the final strategy paper. The ultimate goal is to strengthen advocacy, public engagement, and collective action for gender equality in Türkiye, ensuring the strategy paper articulates a shared vision that resonates with diverse audiences and supports future initiatives.

Responsibilities

The National Consultant will synthesize project evidence from various sources, including consultations and workshops, to develop a Strategic Narrative Framework. This involves identifying stakeholder aspirations and framing the overarching narrative for the Push Forward Strategy Paper, ensuring alignment with human rights standards. The consultant will develop hope-based narrative principles and framing strategies that promote solidarity and collective action, moving beyond reactive responses. Additionally, they will create audience-responsive narrative approaches to ensure the strategy paper resonates with diverse segments of society, including young people and grassroots groups. Key tasks include drafting and refining narrative sections of the strategy paper, ensuring coherence between analysis and narrative, and providing technical support and coordination to the UN Women Türkiye Programme Team throughout the development process.

Work Experience

A minimum of 5 years of progressive professional experience in strategic narrative development, advocacy, creative writing, or related fields is required. Demonstrated experience in translating complex findings into accessible outputs and developing strategic narratives for public audiences is essential. Experience with civil society organizations, gender equality issues, and UN agencies is desirable.
