Job Purpose
This consultancy aims to develop a comprehensive report on "International Models for Gender-Responsive Procurement (GRP) Implementation in Public Procurement." The report will serve as a crucial resource for procurement officials, policy bodies, and training institutions in Viet Nam, guiding the effective implementation of GRP. It will address the practical challenges faced by public procurement officials in interpreting and applying new GRP provisions, providing clear, operational guidance. The report will also support Vietnamese enterprises, including WOBs, in navigating international procurement markets and ensuring GRP is integrated into procurement cycles in a transparent and predictable manner, aligning with international best practices and promoting gender equality.
Responsibilities
The consultant will research and analyze international models and best practices for Gender-Responsive Procurement (GRP) implementation in public procurement systems. This includes identifying successful strategies, policy frameworks, and practical tools used in other countries. The consultant will assess the current legal and policy landscape in Viet Nam related to public procurement and gender equality, identifying gaps and challenges in GRP implementation. Based on this analysis, the consultant will develop a comprehensive report that provides clear, actionable guidance for procurement officials on how to embed GRP considerations throughout the procurement cycle. The report will also include recommendations for policy adjustments and capacity-building initiatives to support the effective adoption of GRP, ultimately aiming to increase market access and economic opportunities for women-owned businesses.
Work Experience
A minimum of 10 years of professional experience in public procurement, public financial management, procurement policy, or related fields is necessary. This should be complemented by at least 10 years of experience in policy research, legal analysis, or developing technical reports. Furthermore, a minimum of 5 years of experience integrating gender equality, women's economic empowerment, or supplier diversity into policies or programmes is essential. Demonstrated experience in researching or advising on GRP or inclusive procurement policies is also required.
