Job Purpose
The Finance Manager, Awards Management Unit, is responsible for leading the unit in managing financial donor reporting, awards financial oversight, revenue recognition, project financial closure, and fund monitoring. This role ensures compliance with IPSAS, internal controls, donor agreements, and UN-Women's financial regulations. The incumbent contributes to developing financial policies and systems to enhance efficiency and efficacy in financial management, accounting, and reporting, operating with independence and professional judgment.
Responsibilities
Lead financial donor reporting, including preparation, quality assurance, and timely submission of reports, establishing reporting schedules, and managing donor inquiries. Oversee project financial closure processes, ensuring timely resolution of outstanding fund balances and compliance with regulations. Lead fund monitoring to ensure the integrity of earmarked resources, reviewing pre-financing requests, and establishing control procedures for budgetary accuracy. Supervise select financial accounting and oversight functions, including interim and annual closing processes, balance sheet reconciliations, and audit coordination. Manage revenue recognition and accounts receivable, overseeing transaction processing, award approvals, and support cost recovery. Lead the Awards Management Unit, managing staff, developing work plans, fostering a culture of excellence, and driving continuous improvement in business processes and service delivery.
Work Experience
Requires at least 7 years of progressive experience in financial management, accounting, donor reporting, or grants management, with at least 4 years in a supervisory capacity. Experience in leading financial operations, managing teams, developing financial policies, and working with financial ERP systems is essential. Experience with UN system financial reporting, project financial closure, and IPSAS/IFRS compliance is highly desirable.
