The Human Resources Division supports this mission by managing all HR services, including strategic planning, recruitment, and learning. This role, reporting to the Chief of Talent Management, is crucial for developing and implementing HR policies and redesigning the performance management framework to align with the UN Women People Strategy.
Job Purpose
The HR Specialist, Performance Management and Policy, plays a pivotal role in transforming UN Women's approach to performance management. This position leads the development and implementation of HR policies and procedures, and directs the redesign of the performance management framework to foster a development-oriented, forward-looking system. The goal is to create an integrated approach to talent management, linking performance with learning, leadership, and career development across all UN Women offices globally, ensuring alignment with the organization's People Strategy.
Responsibilities
Lead the formulation, development, and review of HR policies and procedures, ensuring alignment with UN Women standards and UN Staff Regulations. Develop and implement communication strategies for HR policies. Represent UN Women in inter-agency HR policy working groups and provide strategic policy support. Offer authoritative interpretation and guidance on HR policies and practices. Oversee the redesign and implementation of UN Women's performance management framework, transitioning to a development-oriented system with continuous feedback and coaching. Advise on complex performance matters and guide managers in addressing underperformance. Design and deliver training to build staff capability in performance development and feedback culture. Manage and develop two direct reports.
Work Experience
Requires a minimum of 7 years of progressive experience in human resource management, HR policy, change management, or programme management. Essential experience includes drafting/implementing HR policies and performance management. Experience in multicultural global environments is required. Experience in organizational change, the UN system, or field operations is desirable.
