Job Purpose
The consultant will assess data ecosystems for business statistics in Viet Nam, identifying challenges and opportunities for integrating gender, disability, and intersectionality. This involves a desk review of legal frameworks, mapping business registration workflows, and assessing data capture for sex-disaggregated and disability-related data. The role also assesses system interoperability and stakeholder coordination to inform the development of gender-responsive digital business platforms and strengthen data governance.
Responsibilities
Conduct a desk review of national documentation and legal frameworks related to business statistics production and use. Map current business registration workflows and assess the capture of sex-disaggregated and disability-related data. Evaluate interoperability and coordination across various systems (registry, tax, licensing, statistics, procurement). Conduct stakeholder interviews with relevant national authorities and organizations. Assess the feasibility of using available data for gender-responsive digital business platforms. Contribute to identifying gaps and practical options for strengthening data governance and interoperability. Draft an action plan with prioritized recommendations for improving business statistics and advancing women's economic empowerment.
Work Experience
Requires at least 5 years of progressive work experience in business statistics or administrative data ecosystems for producing business statistics. Experience in official statistics production, statistical business registers, and gender analysis (GEDSI assessments) is advantageous. Familiarity with the Viet Nam context, women's economic empowerment, and international frameworks is desirable.
Skills
Technical credibility in statistics, excellent analytical skills, excellent communication and negotiation skills, ability to lead strategy formulation and implementation, strong networking and partnership building skills.
