Job Purpose
This consultancy aims to conduct a technical analysis of the regulatory and public policy framework concerning gender equality and gender-based violence in Lima, Callao, and Tumbes, Peru. The purpose is to generate evidence and recommendations for regulatory reform and programmatic adjustments, ensuring alignment with international human rights standards. The role will involve participatory diagnostics and technical-legal analysis of at least three key laws, policies, or programs, contributing to the "Voces que Transforman: Igualdad y Derechos en el Perú" project.
Responsibilities
The consultant will conduct a technical-legal analysis of at least three laws, policies, or programs related to gender equality and gender-based violence, in coordination with UN Women, UNAIDS, public sector entities, and community-based organizations (CBOs). This includes conducting participatory diagnostic sessions using adapted instruments and analyzing primary and secondary information, focusing on harmonization with international human rights standards and CEDAW. The consultant will draft technical analysis reports with specific, clear, and viable recommendations for regulatory reform and programmatic adjustment. Additionally, the consultant will design and facilitate working group sessions with ministries, the Ombudsman's Office, and congress members to validate recommendations, and systematize agreements and consensus reached.
Work Experience
A minimum of 5 years of professional experience in legal analysis, policy review, or program evaluation related to gender equality and/or gender-based violence is required. Experience in conducting participatory diagnostics and working with government institutions, civil society organizations, and international agencies is highly desirable.
