UN Women Philippines is implementing the joint programme Zero Hunger Accelerator (JP ZHA) to strengthen inclusive, climate-resilient food systems by mobilizing local and blended financing. The programme aims to address barriers faced by women food producers and enterprises, mobilizing at least US$24 million. This role supports UN Women's broader mandate of gender equality and women's economic empowerment through leveraging domestic resources.
Job Purpose
This consultancy aims to develop and articulate viable financing models to support women food producers and agricultural workers within the JP ZHA. The consultant will conduct feasibility assessments, design a proposed Hub for financing and market access, and formalize partnerships with financial institutions and stakeholders. The role contributes to strengthening local financing ecosystems and mobilizing national/subnational investments to ensure inclusive, gender-responsive access to capital, markets, and infrastructure, thereby supporting women's economic empowerment and embedding gender-responsive financing within national priorities.
Responsibilities
The Financing and Partnerships Consultant will develop 2-3 viable financing models for women food producers and agricultural workers, conducting desk reviews and interviews to assess feasibility. They will draft a concept note for a proposed Hub integrating financing, training, and marketplace functions, including detailed costing. The consultant will convene a roundtable to validate concepts and secure commitments, and develop Memoranda of Understanding (MOUs) and partnership models for piloting initiatives. Additionally, they will prepare presentation decks for government offices and investors to promote the Hub and mobilize support, ensuring alignment with UN Women's objectives and reporting to the Country Programme Coordinator.
Work Experience
A minimum of 7 years of progressive experience in public finance, development work, resource mobilization, communications/advocacy, or business development is required. Experience in gender equality, governance, and development in the Philippines, partnership formalization, research, report writing, and facilitating consultations is essential. Experience within the UN system or with international frameworks on gender equality and SDGs is desirable.
