This consultancy supports the final evaluation of the "Women lead and benefit from sustainable and inclusive peace and security" project (2022-2026) in Uganda. The project aimed to reach over 2.1 million beneficiaries across 15 conflict-prone districts, focusing on enhancing women's participation in peace and security initiatives.
Job Purpose
This consultancy aims to conduct an independent end-of-project evaluation for the "Women lead and benefit from sustainable and inclusive peace and security" project in Uganda. The evaluation will assess the project's achievements against its objectives, identify lessons learned, and determine its contribution to gender equality and the Women, Peace, and Security (WPS) agenda. The findings will inform future decision-making, accountability, capacity development, and resource mobilization for advancing the WPS agenda in Uganda.
Responsibilities
The consultant will conduct a comprehensive desk review of project documents and gather/analyze project data. This includes conceptualizing the evaluation approach, developing data collection tools, and mapping stakeholders. The consultant will develop and present an inception report, review baseline data, and collect primary quantitative and qualitative data from beneficiaries and stakeholders. In-depth interviews with national staff, partners, and donors will be conducted. The consultant will prepare and submit draft evaluation reports, present findings for validation, and incorporate feedback into the final report, ensuring it adheres to UN Women's evaluation handbook and GERAAS standards.
Work Experience
A minimum of 5 years of progressive experience in planning, monitoring, evaluation, and reporting of development projects is required. Experience in designing and leading gender-responsive evaluations, working on GEWE and WPS programming, and conducting research on gender, human rights, and peacebuilding is essential. Experience with Results-Based Management (RBM) within the UN system and working with national/sub-national institutions and peacebuilding stakeholders is desirable.
