UN Women in Kazakhstan, in partnership with national bodies, is implementing a project (2025-2027) to enhance women's legal protection, gender equality, and participation in public life. This role supports initiatives to strengthen gender equality, protect women's rights, and improve legislation in line with international standards.
Job Purpose
This consultancy aims to provide expert and analytical support for the development of a package of amendments to the legislation of the Republic of Kazakhstan concerning marriage and family matters. The consultant will analyze current laws, identify gaps, and propose changes to align national legislation with international human rights and gender equality standards, contributing to the overall project objectives of advancing gender equality and women's empowerment in Kazakhstan.
Responsibilities
The consultant will conduct a comprehensive analysis of Kazakhstan's current marriage and family legislation, identifying legal gaps and enforcement challenges. This includes reviewing international standards and best practices, and conducting comparative analyses. The consultant will consult with UN agencies, national partners, state bodies, and civil society to develop analytical and legal recommendations. Key deliverables include a package of proposed amendments, a comparative table, a draft law with justifications, and a consultative policy document. The consultant will present findings, finalize documents based on feedback, and participate in working meetings to support legislative improvements.
Work Experience
Requires at least 5 years of professional experience in developing, analyzing, or improving legislation. Experience in family law, human rights, or gender equality is essential. Proven experience in preparing analytical materials, draft legal acts, or expert opinions is also required. Experience engaging with state bodies, international organizations, or the expert community is an advantage.
