Job Purpose
This role supports UN Women's Cash and Voucher Assistance (CVA) in Afghanistan, ensuring high-quality, technically sound, and responsive programming for women and families. The consultant will play a key role in strengthening UN Women's internal capacity in Afghanistan by providing technical and operational support. The position reports to the Access, Coordination and Emergency Response Specialist and works closely with the country office and regional sub-offices. The role requires adaptability for potential humanitarian emergencies and involves collaboration with agency personnel and partners.
Responsibilities
The consultant will lead, oversee, and/or support the formulation, implementation, and quality assurance of UN Women's CVA in Afghanistan, ensuring gender-responsive standards. Responsibilities include providing technical assistance and capacity strengthening to personnel and partners on CVA, including designing and delivering trainings. The role also involves leading the design and/or management of information systems for beneficiary registration and data management, ensuring adherence to UN Women's policies. The consultant will support the review and rollout of CVA procedures and guidance notes, actively engage with the Inter-Agency Cash Working Group to integrate gender priorities, and develop/implement monitoring frameworks for accountability and safety.
Work Experience
Requires at least 5 years of experience in designing, planning, implementing, and monitoring cash-based interventions, preferably in humanitarian contexts. Proven experience in designing and managing information systems using tools like KoBo Toolbox or ODK is necessary. Ability to work under tight deadlines and in multicultural teams is essential. Desirable experience includes designing and delivering CVA trainings, liaising with UN agencies/donors, and prior work in the UN system or Afghanistan.
