UN Women is dedicated to gender equality and women's empowerment. This role supports the Research and Data department, focusing on strengthening gender statistics in Africa. The Africa Programme on Gender Statistics (APGS) aims to improve the production, coordination, and use of gender data across the continent, aligning with global frameworks like the SDGs and Agenda 2063. The consultant will report to the Regional Statistics Specialist Gender.
Job Purpose
This consultancy aims to conduct a final summative evaluation of the Africa Programme on Gender Statistics (APGS) Phase III (2022-2026) and develop a successor framework, APGS IV (2027-2031). The evaluation will assess the programme's relevance, effectiveness, efficiency, coherence, and sustainability, generating evidence on achievements, challenges, and lessons learned. The findings will inform the design of a future strategic framework for gender statistics in Africa, ensuring continued progress in gender data development and utilization for policymaking and gender equality advancement.
Responsibilities
The consultant will conduct a comprehensive evaluation of the APGS, including developing an evaluation framework, mapping stakeholders, and conducting document reviews and key informant interviews. This involves assessing the programme's relevance to continental and national priorities, its effectiveness in achieving outcomes, efficiency of resource use, coherence with other initiatives, and sustainability of results. The consultant will also assess institutional and coordination mechanisms, including AGGES and partnerships. Based on the evaluation findings, the consultant will develop a draft and final APGS IV strategic framework (2027-2031), outlining vision, priorities, results framework, and monitoring mechanisms.
Work Experience
Requires at least 10 years of progressive experience in programme evaluation, with strong expertise in gender statistics and African statistical systems. Experience with UN/regional programmes and multi-stakeholder coordination is essential. Excellent analytical and report-writing skills are also necessary.
