Job Purpose
This role provides essential technical and operational support for UN Women's Cash and Voucher Assistance (CVA) programs in Afghanistan, ensuring high quality, technical soundness, and responsiveness to the needs of women and their families. The consultant will play a key role in strengthening UN Women's internal institutional capacity in Afghanistan by transferring expertise in CVA. The position reports to the Access, Coordination and Emergency Response Specialist and collaborates closely with the country office and regional sub-offices. The role requires adaptability for potential humanitarian emergencies and may involve travel to various regions within Afghanistan.
Responsibilities
The Cash and Voucher Specialist will lead, oversee, and support the formulation, implementation, and quality assurance of UN Women's CVA in Afghanistan, ensuring gender-responsive standards. Responsibilities include providing technical assistance and capacity building to personnel and partners on CVA, including designing and delivering trainings. The role involves leading the design and management of information systems for beneficiary registration and data management, adhering to UN Women's policies. The consultant will also review and support the rollout of CVA procedures (SOPs) and guidance notes, actively engage with the Inter-Agency Cash Working Group (CWG) to integrate gender priorities, and develop monitoring frameworks for field-level verification to ensure accountability and safety of cash distributions.
Work Experience
Requires at least 5 years of progressive experience in designing, planning, implementing, and monitoring cash-based interventions, preferably in humanitarian contexts. Proven experience in designing and managing information systems using tools like KoBo Toolbox or ODK is essential. Ability to work under tight deadlines and in multicultural teams is necessary. Desirable experience includes designing CVA technical trainings, liaising with UN agencies and donors, and prior experience in the UN system or Afghanistan.
