Job Purpose
This consultancy aims to support the technical and operational implementation of the "Das Conchas à Autonomia" project. The consultant will develop and implement a gender-sensitive monitoring and evaluation methodology to assess the economic, social, and environmental outcomes of investments in a shellfish gatherers' cooperative. The role will facilitate participatory learning, systematize evidence, and develop practical tools and recommendations for policy improvement and replication of the blue economy model with a gender perspective.
Responsibilities
Develop and implement the initiative's monitoring and evaluation framework, including theory of change, indicators, and data collection plans. Design quantitative and qualitative data collection instruments. Plan and facilitate participatory workshops with shellfish gatherers and stakeholders, identifying best practices and lessons learned. Systematize methodologies, evidence, and learnings. Develop a practical gender-responsive blue economy monitoring and evaluation tool. Prepare comparative analyses and methodological recommendations for adapting and replicating the initiative. Produce technical notes, presentations, reports, and briefs for dissemination to UN Women, government institutions, and partners.
Work Experience
Requires 2 years of proven experience in implementing research, studies, monitoring, and evaluation of public projects, programs, or policies. Experience in developing methodologies, research instruments, and data collection (quantitative/qualitative) is essential. Proven experience in facilitating interviews, focus groups, and participatory workshops with local communities and organizations is also required.

Gender and racial equality understanding, excellent analytical and communication skills, good teamwork, strong stakeholder engagement, experience with civil society actors, experience in blue economy/circular economy/environmental sustainability.
