UN Women in the State of Palestine works to eliminate discrimination against women and girls, empower women, and achieve gender equality. Aligned with national priorities and the UN Sustainable Development Cooperation Framework, its work focuses on governance, economic empowerment, ending violence against women, and women's peace and security. This consultancy supports the "Sawasya III" joint programme, aiming to enhance gender-responsive and disability-inclusive case management services for women survivors of violence.
Job Purpose
This consultancy aims to strengthen service providers' capacity in case conference management for women survivors of violence, with a specific focus on women with disabilities. The consultant will conduct a structured review and analysis of case conference files to identify good practices, gaps, challenges, and opportunities for improvement. The ultimate goal is to generate evidence-based recommendations to enhance the efficiency, effectiveness, coordination, and responsiveness of case management processes within the National Referral System. This will contribute to improved service delivery and support for vulnerable women in Palestine.
Responsibilities
The consultant will develop an inception report detailing the assignment's methodology, analytical framework, and data collection tools, ensuring adherence to ethical principles. Key responsibilities include conducting a structured review and analysis of at least five case conference files related to women with disabilities, assessing efficiency, effectiveness, and inclusivity. The consultant will also analyze coordination mechanisms and the division of roles among service providers. A comprehensive analytical report will be developed, highlighting trends, good practices, gaps, and challenges. Finally, a final narrative report will be submitted, summarizing the assignment, methodology, findings, and providing actionable recommendations for future programming to improve case management practices.
Work Experience
A minimum of three years of relevant professional experience in case management for women survivors of violence or social protection services is required. Demonstrated experience with women with disabilities, protection, and access to justice is essential. Experience in developing analytical reports, particularly on women with disabilities, is also required. Experience with the UN system or international organizations is an asset. Familiarity with the National Referral System and Palestinian justice/social institutions is highly desirable.
