UN Women Morocco is supporting the High Commission for Planning (HCP) in preparing for the 2026 National Time Use Survey (ENET). This initiative aims to strengthen gender-sensitive statistics, improve international comparability, and support Morocco's commitments to the 2030 Agenda and the Beijing Platform for Action. The role will contribute to generating evidence for gender-responsive policies.
Job Purpose
The purpose of this consultancy is to support the design and implementation of a qualitative survey to complement the 2026 National Time Use Survey (ENET) in Morocco. The qualitative survey will deepen the analysis of quantitative data by facilitating the interpretation of observed behaviors, highlighting social and cultural mechanisms influencing time allocation, and refining the understanding of unpaid care work. This will provide a more nuanced, contextualized, and gender-sensitive analysis of time use, contributing to better policy-making and a more equitable distribution of domestic and care responsibilities.
Responsibilities
The consultant will elaborate a methodological and analytical framework for the qualitative survey, including methodology, thematic axes, participant selection criteria, and data analysis plan. They will conceptualize and categorize care activities and simultaneous occupations to better account for unpaid care work and its impact on the overall domestic workload and its distribution. The consultant will design specific tools for data collection and investigator training, including a facilitation guide and a structured interview guide. They will oversee the implementation of focus groups in selected regions, ensuring methodological, logistical, and technical adherence. A qualitative analysis of focus group results will be conducted to identify gaps and cultural specificities in the current classification of tasks. The consultant will produce a final report with a contextualized reclassification of the ICATUS nomenclature, a validated parallel activities grid, and an unpaid care activities grid. Finally, a policy brief will be produced summarizing key findings and providing strategic recommendations for the ENET 2026.
Work Experience
A minimum of 5 years of professional experience in social science research, with a focus on qualitative methodologies and gender analysis. Experience in conducting national surveys, particularly on time use or household economics, is highly desirable. Proven experience in data analysis, report writing, and policy brief development is essential.
