Organizational Context
UN Women Morocco, in collaboration with the High Commission for Planning (HCP), is initiating a National Social Barometer project. This initiative aims to regularly monitor social climate and living conditions as perceived by the population. The consultant will support the methodological design of this barometer, ensuring it aligns with official statistics standards and national policy priorities.
Job Purpose
The consultant will provide methodological support for the design of a National Social Barometer in Morocco. This role is crucial for equipping the HCP and its partners with a conceptual framework to guide methodological choices, assess feasibility, and prepare for the progressive implementation of the barometer. The barometer will capture perceptions, lived experiences, and emerging social signals, complementing traditional statistical surveys. It aims to provide a more nuanced understanding of population sentiments, identify vulnerabilities, and enhance evidence-based public policy support, particularly in the context of Morocco's ongoing demographic, social, economic, and territorial transformations.
Responsibilities
The consultant will conduct a benchmark and capitalization of experiences related to social barometers. They will define the conceptual framework for the National Social Barometer and propose the methodological design, including the development of data collection tools. The consultant will also design the indicator system and prefigure the implementation plan. Key deliverables include a consolidated methodological dossier with an operational roadmap. The work will integrate a particular focus on women, youth, the elderly, and vulnerable households, ensuring data quality, comparability, and robustness, and positioning the barometer as a tool for public policy support.
Work Experience
A minimum of 7 years of experience in designing social surveys, indicator systems, or public policy monitoring is required. Knowledge of the Moroccan national statistical system, its context, and official data production requirements is essential. Experience in drafting methodological dossiers, technical notes, or reports is also necessary. Experience with international comparative analyses and gender statistics standards is an asset.

Expertise in social statistics, survey design, and indicator production; ability to analyze international experiences; knowledge of well-being and social climate indicator systems; proficiency in household survey methodology; systematic integration of gender dimension in statistical tools; strong report writing skills; ability to work with national and international institutions.
