Job Purpose
The Programme and Finance Assistant provides essential administrative and financial support to UN Women's Programme Team in Ecuador. This role is vital for the successful formulation, management, and implementation of programmes, ensuring that financial resources are utilized efficiently and transparently. The incumbent will support programme work plans, budgets, financial monitoring, and partner reporting, contributing to the overall effectiveness and compliance of UN Women's operations in the country.
Responsibilities
Provide administrative and logistical support for programme formulation and management, including preparing work plans, budgets, and proposals, and tracking fund delivery. Support the partner selection process and routine reporting of activities and finances. Assist with programme/project audits and the implementation of recommendations. Manage financial processes for the Programme Unit, including creating projects in the system, preparing budget revisions, and closing projects. Monitor programme/project budgets and finances, preparing FACE forms and processing payments for consultants. Create requisitions and register goods receipts in the system. Maintain communication with stakeholders for timely action. Support the implementation of financial strategies by assisting with partner agreements, monitoring financial and narrative reports, and following up on advances. Assist with capacity development for partners on financial management. Prepare information for audits and support the implementation of recommendations. Handle financial inquiries from partners and ensure compliance with UN Women financial regulations. Record and post transactions, process payroll, travel claims, and other entitlements. Monitor budget setup and expenditures in the system, supporting month-end and year-end closure processes. Facilitate timely financial project closure and support donor reporting. Prepare VAT reimbursements and manage the petty cash fund. Provide administrative support for resource mobilization by compiling donor information and preparing draft cost-sharing agreements. Support knowledge building by assisting with training organization and contributing to process improvements.
Work Experience
At least 5 years of progressively responsible experience in finance, administration, or programme support is required. Proficiency in computer and office software packages (MS Word, Excel) and database management is necessary. Experience with web-based management systems is also required. Experience with an ERP system, preferably Oracle Cloud, is desirable.
