Job Purpose
This consultancy aims to provide essential technical support to the National Commission on Women in Sri Lanka for the effective operationalization of its mandate under the Women Empowerment Act. The role will assist in developing practical institutional systems, including strategic frameworks, onboarding plans, internal policies, and complaint handling mechanisms. It will also contribute gender-responsive and feminist technical expertise to policy and legal reviews, research, stakeholder engagement, and public outreach, ensuring alignment with feminist, rights-based, and survivor-centred principles.
Responsibilities
The Technical Analyst will support the development of the Commission’s operating model, strategic framework, and onboarding plan, ensuring alignment with its statutory mandate. Responsibilities include developing internal policies, guidelines, and procedures for technical, operational, legal, and complaint-handling functions, as well as documentation for thematic committees. The role involves designing initial protocols for receiving, screening, and documenting complaints related to discrimination and gender-based violence, and supporting the development of preliminary inquiry and investigation procedures. Additionally, the consultant will provide gendered and feminist technical feedback on documents, develop supplementary feminist analysis on key issues affecting women, and support the identification of priority areas for gender analysis and research. The role also entails mapping key stakeholders, supporting the initiation of strategic partnerships, developing coordination modalities, and assisting in the planning and execution of meetings and consultations. Finally, the consultant will support the development of accessible and inclusive communication approaches for public outreach on women's rights.
Work Experience
Requires a minimum of 2 years of experience in policy/legal advocacy and research related to women's rights, human rights, governance, or institutional development. Experience in developing standard operating procedures, complaint systems, or similar institutional documents is essential. Proficiency in Microsoft Office and web-based systems is also required.
