Organizational Context
UN Women is dedicated to gender equality and the empowerment of women. In Morocco, the organization supports national institutions, government, and civil society in implementing programs that advance gender equality and women's empowerment. A key priority is combating technology-facilitated violence against women and girls (TF-VAWG), defined as harm caused or amplified by digital technologies. This role supports the 'Safe Cities and Safe Public Spaces' global program, which now includes addressing TF-VAWG in the digital public space.
Job Purpose
This consultancy aims to conduct an exploratory study on technology-facilitated violence against women and girls (TF-VAWG) in Morocco. The purpose is to inform UN Women's country programming by identifying emerging forms of digital violence, understanding their manifestations, impacts, and the technologies used. The study will map key stakeholders, assess existing interventions, and identify priority areas for intervention and potential partners. The findings will guide the development of targeted strategies and programs to enhance women's and girls' safety in digital spaces and improve existing services, contributing to UN Women's mandate to combat gender-based violence.
Responsibilities
The consultant will develop a methodological note for the exploratory study, including a literature review of laws, policies, and initiatives addressing TF-VAWG in Morocco, and a mapping of key stakeholders. They will identify various forms of technology-facilitated violence, online platforms where they occur, frequently used tools, at-risk populations, and the repercussions on victims. The consultant will conduct in-person interviews with key stakeholders to define target groups, intervention priorities, and service improvement needs. Additionally, they will organize and facilitate focus group discussions with potential beneficiaries in Casablanca and Fès, and propose a program implementation plan based on study findings. The consultant will present preliminary results at a restitution workshop and integrate feedback into the final study report and presentation.
Work Experience
A minimum of 5 years of experience in conducting qualitative studies, research, or evaluations is required. Experience in promoting women's rights and/or human rights is essential. Knowledge of the Moroccan national context, including its legislative framework and key institutional and civil society actors, is an asset. Experience in the field of violence against women and girls and/or gender equality in Morocco or human rights is also desirable.

Analytical skills, strong planning and prioritization abilities, ability to integrate feedback and adjust deliverables, effective oral and written communication, proficiency in project management tools and practices, and capacity for synthesizing information.
