UN Women in Morocco supports national institutions, government, and civil society in implementing gender equality and women's empowerment programs. The "Guaranteeing quality, coordinated, and accessible multisectoral services for survivors of violence and women and girls at risk (AAMINA)" project aims to strengthen women's rights and institutional services for survivors of violence. This consultancy is part of a partnership with the Ministry of Interior to improve prevention, protection, and response to violence against women and girls.
Job Purpose
This consultancy aims to develop training modules on international human rights standards, women's rights, and Law 103.13 concerning violence against women and girls. The consultant will design and deliver a 3-day practical training for authority agents from the Ministry of Interior to enhance their understanding of legal obligations and victim referral to competent services. The goal is to harmonize knowledge among stakeholders and equip participants with practical tools for supporting survivors of violence.
Responsibilities
The consultant will develop comprehensive training modules covering international human rights standards, women's rights in international and Moroccan law, and Law 103.13, including its procedures and protection mechanisms. This includes conducting a documentary review of relevant normative frameworks and developing structured modules with a detailed facilitation guide. The consultant will prepare clear and pedagogical presentation materials, propose at least three practical exercises and case studies, and design assessment tools. Additionally, the consultant will animate a 3-day training session using a participatory and andragogical approach, incorporating a validation session and a skills assessment. A final training report documenting observations and recommendations will be required, along with a final version of the training package.
Work Experience
A minimum of 5 years of experience in human rights, women's rights, and/or combating violence against women and girls is required. Experience in designing and delivering training for professional adults is essential. Knowledge of Law 103.13 and applicable international standards (CEDAW, etc.) is also required. Experience in institutional capacity-building projects is an asset.
Skills
Strong command of international human rights instruments and women's rights; Ability to design training curricula for professional adults; Proficiency in participatory approaches and non-formal education methods; Excellent facilitation, animation, and communication skills; Ability to translate equality and violence against women concepts into accessible language; Knowledge of the Moroccan context regarding gender equality.
